 Reeve Tuesti - Final Fantasy VII
The Shinra executive in charge of the nebulous "Urban Development" department. Reeve is the only Shinra department head with a real conscience and strong morals, and constantly questions the actions of the other department heads. He is secretly spying on Cloud's group with his robotic Cait Sith doll, although later on he gives up on spying and actually helps the group as a legitimate team member. After the fall of Shinra he forms the World Regeneration Organization (WRO) and heads the effort to heal the wounds of the Planet that resulted from Sephiroth, Jenova, and Meteor.
